The Drone Law and Policy Research Working Group was established within Ibn Haldun University to examine the legal, ethical and political dimensions of the use of unmanned aerial vehicles in war and civilian areas. In particular, the group aims to ensure the development of UAV technologies in accordance with legal regulations, to produce policies in line with ethical principles, and to increase academic knowledge in these fields.

The Drone Law and Policy Research Working Group was established within Ibn Haldun University to examine the legal, ethical and political dimensions of the use of unmanned aerial vehicles in war and civilian areas. In particular, the group aims to ensure the development of UAV technologies in compliance with legal regulations, to produce policies in line with ethical principles, and to increase academic knowledge in these fields.
The Working Group aims to address the legal problems arising from the use of UAV technologies, to develop solutions to these problems and to fill the academic knowledge gap in this field. In this context, the project group develops academic and sectoral collaborations at both national and international levels.
Examining the role of international law in areas where unmanned aerial vehicles are used and creating an academic acquis in line with the experiences gained as a result of the implementation is an urgent necessity, especially for countries that actively use unmanned aerial vehicles. This research project, conducted by Ibn Haldun University, is the first of its kind in Türkiye and the region in terms of bridging the gap between theory and practice.
The main areas of activity of the Working Group are as follows:
- Academic Research: Conducting theoretical and applied studies covering the legal, civil, ethical and political dimensions of UAV technology.
- Training and Certification Programs: Organizing summer schools, seminars and certification programs for university students, academics and industry employees.
- Symposiums and Conferences: Organizing academic events at national and international level to increase knowledge sharing and contribute to the development of legal standards.
- Industrial Collaborations: To develop joint projects with industry leaders to increase legal and technological capacities.
The vision and core principles of the Working Group are as follows:
- To keep abreast of emerging issues related to the use of unmanned aerial vehicles in conflicts and wars in both local and global contexts,
- To follow and take steps to shape the legal and political debates on military technologies, and to create an academic infrastructure,
- To identify legal, ethical, diplomatic and military problems and to discuss these problems on an academic basis,
- Identify strategic objectives, basic principles and legal arguments in line with the findings,
- To ensure the integration of UAVs into the international legal order by adopting interdisciplinary approaches,
- To strengthen the academic infrastructure to develop strategic approaches appropriate to future technological developments,
- To create a communication platform for the guidance of relevant institutions within the scope of strategic goals,
- To ensure that our country and stakeholders have a voice in the regulatory processes related to unmanned aerial vehicles in academic, military and diplomatic fields.
